As of now, VC7 and VC8 projects seem out of date. Specifically, they still use pre-compiled .obj files, even though they're already implemented in C code, they're misssing some of the sources (fq*.c, dct.c - obviously because they were .obj files initially, some of the libjpeg stuff is missing as well), and are not configured to link against opengl32.lib.

Now, all of these are minor annoyances at best, and it takes a whole of 5 minutes to solve all of them and get HWSDL to build and run, but still, is there any chance for these projects to be updated? I'd try my hand at it, but I only have VS2013 on me, which won't allow (to my knowledge) saving projects in the "old" format.

Some of the code might also be altered for Visual Studio compilation (like #defining strcasecmp to _stricmp, or, better, using SDL_* string functions; avoiding VLAs, that sort of thing), but that's something for another topic.
