Is anyone else having issues committing new files?

Currently the SVN server is kicking my commit with the error "svn:mime-type not set". However, the mime-type on the files is set to text/plain (and the eol-style to native as well) so I am at somewhat of a loss.
Not sure if it is also failing for commits with no new files in it as the couple of changes I've made make no sense to commit without the new files.

I have since successfully committed another change that was to existing files only - so it appears I do have commit permissions and is probably something I'm screwing up with committing new files.
